Romania was a developing country at the time. Many of the problems it had to solve at that time still stand. The analysts and historiographers of the period depicted Bucharest more than once as a place of contrasts, sociologists produced pessimistic conclusions about the delayed stage of urban civilization. But it is just as obvious that Bucharest was in the period between the two wars the theater of an exceptional effort with results just as commendable. It was an effort that translated into modern urban realities the aspirations of the generation of politicians, men of action and men of culture brought to the forefront of the national life by the building of modern Romania initiated in 1918.
